Mission Statement

The mission of the Office of Emergency Management is to ensure the safety and well being of the citizens of the City of Las Vegas and the County of San MIguel through mitigation, preparedness, response, and recovery from any disaster or major emergency which may occur.

Purpose

The purpose of the Office of Emergency Management is to coordinate the efforts of all local governmental departments and agencies and to maintain the liaison with and to cooporate with emergency management agencies and organizations of other political divisions within state government.  Also to coordinate the development of an Emergency Operations Plan for the protection of life and property adequate to cope with disasters resulting from acts of war, sabotage, natural or man made causes and to coordinate the implementation of set plans during periods of emergency.


Goals and Objectives

  • To develop goals and maintain programs and systems for effective coordination of community resources in all phases of emergency management.
  • To plan and prepare for population protection including evacuation and sheltering.
  • To plan and prepare for the appropriate roles within the EOC (Emergency Operations Center) in response to an emergency.
  • To plan and prepare for the appropriate training required to effectively manage the EOC.
  • To conduct exercise functions to properly test the effectiveness of the EOC.

Phases of Emergency Management

  • Mitigation: Are activities that either prevent the occurrence of an emergency or reduce the community's vulnerability in ways that minimize the adverse impact of a disaster or other emergency.
  • Preparedness: The activities, programs and systems that exist prior to an emergency and are used to support and enhance response to an emergency or disaster. Planning, training and exercising are among the activities conducted.
  • Response: Involves those activities and programs designed to address the immediate and short-term effects, at the onset, of an emergency or disaster. It helps reduce casualties and damage and speeds recovery. These activities include direction and control, warning, evacuation and other similar operations.
  • Recovery: Are those activities that involve restoring systems to normal. Short-term actions are taken to access damage and return vital life support systems to minimum operating standards; long-term actions may continue for many years.
